and Pirelli's Catalunya test. Pirelli's reasons are clear. There has been a lot of controversy over its tires this season, and it wanted to test developments in its 2014 tire. However, there are no 2014 cars ready yet, and it appears that the rules prohibit its engineers from testing with a 2013 car. What is the company supposed to do?

Pirelli Motorsport Director Paul Hembery says that he plans to meet with the FIA following the tribunal to discuss how it can test in the future.

"We've been constrained clearly in every direction we have looked,"

"It is very hard when you are being criticized: you know you can solve things or change things, and you are not allowed to. That is something we don't want to have to go through again," he said.

Hembery says that from Pirelli's point of view things are not fair. They want to supply the best tires possible to Formula 1 because it reflects poorly on Pirelli if the tires are being criticized.

He is asking for two things. First, Pirelli needs to be able to conduct tire tests with current specification cars. Second, Pirelli needs to be able to have some influence on the rules.

"We have to look at the process of change. The first thing is the test. We don't know yet the full details of next year's car, we have got some indications from the power train about what that might do, but we are not going to get on a car until February," he said.
